First things first.... Do what you feel.... With that being said, there are a lot of opportunities to make money freelancing in both, however the thing you need to watch for is time and people. You yourself could build a website providing you had the skills and some software. To build a "program" freelance, may require multiple people and months of time (or years). Now that's looking at larger programs, you may be able to get something smaller that doesn't take as long.

In the current market, I would personally start with web development, because you could get a lot more of it under your feet quicker and could start making money on the side while you learn.

Good Luck!
References :
Well they both have big opportunites and with either, given the right circumstances, could make you wealthy. I'm not big on web development but do whatever you prefer.
References :
Oh come on.

Define the Universe.
Give three examples.

A little more specific if you don't mind.
We have done our homework.
There are whole series of Time-Life books devoted to this topic.
You can trace the computer from feudal China to code breaking teams in WW2 Brittan.
References :
In the beginning were adding machines, then difference engines and then a proper programmable computer (Colossus) was built at Bletchley Park to crack the German Enigma codes in WW2. Early computers used relays to switch on and off - allowing binary instructions. Some were programmed by punched cards or tape. Whilst the principles were being worked out the practicalities meant that computers took up huge amounts of space (colossuss was aptly named) - once semiconductors, transistors and then microchips were developed practical computers could be developed. Personal computers were developed by unlikely hippy types to become a business tool - first with MS Dross and then Steve Jobs (and the great and powerful Woz) showed us why 1984 was not going to be like 1984 and introduced the Macintosh - which was ripped off as Windows by Microsoft and the rest is geography. Computing power has iincreased phenomenally - the average mobile phone has more computing capacity than NASA had available to put a man on the moon.
